Leviticus 16:8
And Aaron shall cast lots upon the two goats; one lot for the LORD, and the other lot for the scapegoat.
Simple English
Aaron will choose between the two goats by using a method called "casting lots." One goat will be chosen for God, while the other goat will be the scapegoat.
