Numbers 7:84
This was the dedication of the altar, in the day when it was anointed, by the princes of Israel: twelve chargers of silver, twelve silver bowls, twelve spoons of gold:
Simple English
This verse says that when the altar was dedicated and anointed, the leaders of Israel provided 12 silver plates, 12 silver bowls, and 12 golden spoons.
