It is a continual burnt offering, which was ordained in mount Sinai for a sweet savour, a sacrifice made by fire unto the LORD.
This verse means that there is an ongoing offering, set up at Mount Sinai, that has a pleasant smell when burned. It is a sacrifice offered to God through fire.
