If ye then, being evil, know how to give good gifts unto your children: how much more shall your heavenly Father give the Holy Spirit to them that ask him?

If you, who are not perfect, can still give good gifts to your kids, how much more will your loving Father in heaven give the Holy Spirit to those who ask Him?
