Moses gives speeches about laws and the importance of following God before the Israelites enter the Promised Land.

Chapter 25

KJV - Deuteronomy 25:2

And it shall be, if the wicked man be worthy to be beaten, that the judge shall cause him to lie down, and to be beaten before his face, according to his fault, by a certain number.

If a bad person deserves punishment, the judge will make them lie down and be hit, based on their wrongdoing, with a specific amount of hits.
